Implementing HealthMeasures involves 1) choosing how you will administer the measures, and 2) understanding what licensing may be required. The steps below walk you through your options based on your administration platform and situation.
Step 1: Select Your Measures
Before choosing an administration platform or beginning the licensing process, select which measures you want to use. Measure selection affects your implementation in three important ways:
- Measure type determines your administration platform options.
- We recommend administering Computer Adaptive Tests (CATs) when feasible for their precision and efficiency; however, these gold standard tools require software to administer. If CATs are part of your plan, you will need an Assessment Center API-powered platform or the Epic PROMIS® application.
- Measure availability varies by administration platform.
- Not all measures are available on every platform. Knowing what you need helps to identify the right platform and anticipate any gaps that may affect your approach or costs. Explore the Measure Library for specific availability.
- Licensing costs may vary by number of measures.
- Some licensing options (such as licensing measures for manual implementation or licensing translations) are priced by measure whereas other options are a flat fee (such as the Epic PROMIS application or the Assessment Center API).

Step 2: Choose Your Administration Platform
The administration platform you use to administer HealthMeasures determines how licensing works. This includes:
- Whether a license is required.
- What type of license applies.
- Who handles the process.
Step 3: Follow the Licensing Instructions for Your Administration Platform
Find your administration platform below. Review the licensing instructions and associated fees.
Digital Administration
Identify which of the following best describes your situation.
Epic
If you use Epic, the Epic PROMIS application is available directly within Epic. Licensing is primarily handled by Epic.
REDCap and API-Powered Platforms
If you use REDCap or another platform that has integrated the Assessment Center API, HealthMeasures are already built-in. Licensing is primarily handled by the administration platform.
Your Own Platform
If you want a comprehensive solution with built-in scoring and administration options, use the Assessment Center API to integrate HealthMeasures directly into your own digital administration platform.
NIH Toolbox iPad App
If you want to administer NIH Toolbox® performance measures, use the NIH Toolbox iPad App.
Other Platform Options
If you are building HealthMeasures into a digital administration platform you can use the Assessment Center API or a permissions-based approach. This section provides information on navigating both solutions.
Paper Administration
If you plan to administer measures using paper forms, respondent-ready PDFs are available for download from the Measure Library. Licensing requirements for paper administration depend on the language. Learn more in Paper Administration.
Step 4: Identify Translations
Translations licensing applies across all administration platforms. Refer to your administration platform’s page for translation-specific licensing details. If you need translated measures that are not available through your platform, contact us at help@HealthMeasures.net to discuss your options.
Step 5: Plan for Scoring and Interpretation
Licensing and administration are only part of implementation. Once you have selected your administration platform, you will also need to determine how scores will be calculated, interpreted, and used.
